The Rental Application, advertisements, and recorded documents showed a sliding scale of rents, based on income. 

When I received a move-in date and a rent of $475 / month, I paid.  It was a bonafide contract.

After a lawsuit, the city donated this manufacturing parcel for the homeless and those at-risk of becoming homeless. The deed specifies the Area Median Income rent, which is a third of what is on my lease. 

This noisy, shaking structure is between the fire/ambulance department and the railroad tracks.  I couldn't transfer my voter registration, because it was on the site of a factory, zoned manufacturing, next to a city lot that has Hazard Warning on its rusted-out storage building. It is near an industrial park, before it gets to a commercial zone.  The nearest residential zoning is multi-use, all the way across Commonwealth Blvd.  It is one block from the train/bus station, where homeless are dropped off from a night shelter, with nothing to do. There is a high density of liquor licenses, crime, and gunfire.

Tell me what property is truly "COMPARABLE", besides a homeless tent city! The listed "amenities" do not exist.

Google Maps and Mapquest show the railroad, fire station, manufacturing, and industrial area, along with a homeless encampment across the tracks. 

This is where I live, and it is nowhere near comparable to the well-manicured apartments in nice, residential areas, that OCHA compared, in order to establish a reasonable rent.  After viewing my block, see if these 3 other places are comparable.

This is where I live, and it is nowhere near comparable to the well-manicured apartments, with pools, spas, storage, garages, and plenty of off-street parking for tenant and guests, in nice, residential areas. 

See the 3 neighborhoods that were compared, in order to establish a reasonable rent.  After viewing my block, see if these 3 other places are comparable.
