Did OCHA Compare the Block Where I Live With Similar Properties in the Area to Determine if a Rent is Reasonable (as long as it is not above the cap)?

Compare these properties (in different zip codes), and come up with a percentage of how similar they are, and if you would pay the same rent. 

For example, will you give me a dollar for a dollar?

Will you give me a dollar for something worth much less, like 3 quarters?

How far down can they go to have me pay the same as other places that have a much greater value?

OCHA's ERIC AVILA WROTE: "5. You mentioned that you had a question regarding the rent reasonableness process. I pulled the records and found that a market analysis was done and documented 3 other comparable units in the area supported the rent increase that the landlord was asking for."

Not one of the 3 was even in the same zip code as where I live!

ZONING: My apartment is in the middle of a manufacturing area, surrounded by industrial, then commercial.

All 3 of his are in the middle of nice residential zones, with houses and 2-story apartments.

POOL AND SPA: There is a pool/spa, that I do not have.

GARAGES AND STORAGE: There are garages and storage.

Many of the amenities that were advertised for my apartment either do not exist, are always locked to tenants, or are tiny.  One piece of toddler play slide does not constitute a playground for tenants of 2 and 3 bedroom apartments.

My apartment does not even compare within 70% of these nice places in nice areas.
